Determine whether two declarations declare the same function.

    FunctionSymbol const& b);

Description

Two declarations are the same function when they agree on the name, on being a member or not, on the template head, and on the variadic, const, and ref qualifiers, and their parameter types are equal for the purposes of overload resolution: named types are the same symbol, top‐level cv is ignored, and arrays decay to pointers. Parameter names and default arguments never take part, and neither does the return type.
